政府は18日の閣議で、自動車物品税制の変更を承認した。温室効果ガス削減を目的に、二酸化炭素（ＣＯ２）排出量を税率決定の基準に採用する。自動車メーカーに対応する猶予期間を与えるため、2016年から実施する。
19日付各紙によると、新税制では、ＣＯ２排出量の少ない車両に対する税率を低くする一方、排出量が多い車両は高税率とする。
ＣＯ２排出量が走行１キロ当たり100グラム以下の乗用車に対する税率は、ガソリンにエタノールを混合した代替燃料「Ｅ20」「Ｅ85」などを使用する車両は物品税ゼロ、ハイブリッド車では10％となる。排出量が１キロ当たり101～150グラムの乗用車の税率は20～30％、151～200グラムでは25～35％、201グラム以上では30～40％。エンジン排気量が3,000ｃｃ以上の乗用車は現行と同じ50％となる。
ただ、新たな税率の算出基準には車種、エンジン排気量、燃料の種類、ＣＯ２排出量と複数の要素が採用されて非常に複雑化することに加え、実施までに時間があることから今後、修正されることも予想される。

南米大陸中心部のパラグアイは“水”の国だ。国を東西に分断するパラグアイ川や、ブラジルとの国境を流れるパラナ川など、豊かな水資源は多様な生態系を生みだし、水力発電などの科学技術の発展にも貢献している。観光地として人気を集める世界最大級のイタイプ水力発電所や、国の歴史を肌で感じることができるユネスコの世界文化遺産、トリニダード遺跡などを訪ねた。（藤原翔）
◆最大級の水力発電所
パラグアイ首都のアスンシオンから東に約３５０キロ。ブラジルと国境を接するまち、シウダデルエステに到着した。近くにあるイタイプ水力発電所は、パラグアイとブラジルの共同建設で１９９１年に完工。最大落差約９５メートル、全長約８キロで発電出力世界第２位の１２６０万キロワットを誇る。この発電所だけでパラグアイの電力の約８０％をまかなっているという。
両国どちらからでも水力発電所の見学ツアーに参加することができる。パラグアイ側のツアーでは建設過程の映像を鑑賞した後、専用バスで展望台に向かい、壮大な施設の全貌を見渡すことが可能。予約制で発電所内部を見学できる特別ツアーも用意されている。夜にはライトアップも実施しており、真っ暗なダムが一気に白い光で照らし出されると、集まった観光客からは歓声がわき起こっていた。
案内スタッフのマルセロ・アントニオ・サムビさん（２４）は「国民の生活を支えている誇らしい施設。もっと世界にアピールしていきたい」と話す。
◆民間運営で新名所に
ブラジルとの国境近くにあるモンダウの滝も、パラグアイ東部に足を運んだ際には立ち寄りたい観光スポット。高さ約４０メートルの滝から降り注ぎ続ける水の迫力は圧巻だ。これまで隣国のブラジルとアルゼンチンとの国境にあるイグアスの滝と比べ、国際的な知名度は低かったが、民間企業が運営に参画。２０１１年から開発を進めており、滝の下部に降りるためのエレベーターやレストラン、ホテルなどの建設が予定されている。今後、新たな観光地として注目を集めそうだ。
